The improvement of information system

of methodical service of public institution

of secondary professional education

 

Manual information processing and creation of reports is a problem of many establishments of professional education. Therefore one of the directions of development of information technologies in educational institutions is ensuring efficiency and reliability of information, minimization of labor and time expenditure on its processing at the expense of improvement of information systems of different function [1]. The subject of research devoted to this problem is actual. Educational services, unlike others, are services of the delayed action. Problems which are endured by this branch, can seem hardly noticeable today, but will have essential value in long-term prospect. It is important to understand management mechanisms in this sphere, adequate to a modern economic situation [2].

The purpose of scientific research is improvement of information system of methodical service of the public educational institution.

For achievement of a goal the following problems were solved: to study existing information system of methodical service for the purpose of identification of its shortcomings and ways for improvement; to develop specifications and requirements to modernized information system of methodical service; to design model of a database and to execute program implementation for methodical work; to estimate economic efficiency from introduction of information system.

The main business processes of methodical service of educational institution of professional education: information and analytical, organizational and methodical, consulting, informatization, experimental and innovative, scientific and methodical, publishing activities. Any of these processes isn't automated yet.

Having analysed the chart of data flows, it is possible to draw a conclusion that the report includes a number of stages. Drawing up the report by manual way demands big labor costs. Automation of process of drawing up the report allows to minimize time-expenses of work of the methodologist.

On the basis of the analysis of a rating of programming languages for creation software the following means were used: the server part is realized on Microsoft SQL Server 2008 with Transact SQL language use, the client application is realized in Microsoft Access with use of the built-in Visual Basic for Application programming language

The datalogical model of the designed database (Fig.1) besides the main tables, such as "Pedagogical workers", "Certification", "Advanced training courses", contains also auxiliary tables in which temporary data, for example, data on certification of the teacher are stored.

Appearance of the user forms in software "Methodist" is presented in figure 2. They serve for display, input and editing of data. Intuitively clear interface is realized. Various sorting of data allows to choose quickly the necessary information without excess loss of time.

At creation of the user interface (Fig.2) the main requirements were considered, shown to certification of pedagogical workers. Forms for viewing of information on methodical development and advanced training courses were for this purpose created, necessary reports are created.

The payback period of the proposed solution will make half a year.

Conclusions on the done research: the analysis of existing information system of methodical service of public institution of secondary professional education revealed need of modernization of processes of storage, search and information processing; the main business processes are considered, the chart of data flows is constructed; the structure of information base and means for realization of a database and the user application are offered; program realization of information system allowed to optimize work of the methodologist.
