The concept of human resources and ways to increase their effectiveness

The difficult economic situation in the country and radical changes in society have affecedt one of the most important areas of society, which characterizes the efficiency of the economy - the labor resources of the country. Human resource management is of great importance, coveris the formation, management of human resources, regulation, control of the labor potential, development of new methods to improvins labor productivity. Many authors national and modern have examined the concept of "human resources" such as: Grishnova A.A, Cachan, E.P, Esinova N.I, Marra F, Osolovska G.V, Balabanova L.V., Guseva O.U., Polonsky A.N. Human resources (or labor reserves) is the concept of communist Stalinist political economy. This concept is frequently criticized by social scientists because of dehumanizing and instrumentalization of human and methodological groundlessness. In the domestic economic science, this term refers to working-age population (actual and potential) in the country, the administrative territorial unit or enterprise.

Currently, the regulations and the statistical treatment of the majority of countries use the term "working population", sometimes also used the term "human resources" and "labor force. There are many notions about the definition of "human resources": Grishnova O. defines the labor force as working-age population, except unemployed people with disabilities and privileged pensioners and working individual who are younger or older then working age [1]. Cachan, HE considers human resources as a set of media workers, which is mainly determined by the demographic structure of the population, defined by disabilities as those who participate in the labor process, the creation of use values and socio-cultural values, and potentiall able to public benefit activities [2 ]. Gusev, O. Polonsky and OM believe that labor is a population that is physically able to work [3].

With the theoretical approaches of authors, we can conclude that the workforce is Ukrainian citizens working in the enterprise, investing their labor, physical and mental abilities, practical skills in to operational and financial activities to fulfill the mission of the enterprise and achieve its objectives. The structure of the labor force includes: gender, age, education, community groups, place of residence, profession, qualifications, nationality, language, religion, employment by area. The modern system of classification of human resources is based on consideration of the economically active and economically inactive population, the ratio between which depends on the social, economic and demographic processes. Intensive reproduction of labor is associated with changes in their quality: the growth of the educational level of workers, their skills, physical and mental abilities and the like.

Increasing the efficient use of labor resources can be improved by changes in other organizational settings that affect people. This includes the decentralization of power, participation in leadership, training, management training, program management promotions, training workers to more effectively communicate and conduct in the team. Ensure a competent public employment, training and retraining of personnel, increase the chances of employability of older age groups, and improve employment, provide employment opportunities and training outside the country, offering vacancies by occupation, improve the level of knowledge, create favorable conditions for the development of intellectual abilities ; material pooscheryat employees compensatory allowances and stimulating nature, which periodically or continuously improve their level of education, provide employees with periodic vacations, tangible assets to invest in education for new employees at the company. All these measures are designed to provide additional manpower capabilities to meet their personal needs of active, while increasing the efficiency of the enterprise.

Summary. Thus, the labor force is a part of the country, which has the ability and knowledge to work in different economic sectors. As for the good of the enterprise itself, and for the personal benefit of employees, management must continually work on improving all the aspects of building frames. Successful program of staff development contributes to the growth productivity and hence to increase the value of human resources.
