Geospatial base data received as a result of remote sensing and digital vector card. Basis any geoinformation system is the spatial data that are essential for successful management of territorial objects and processes. The most promising direction in modern conditions is to use as a base for GIS data of Earth remote sensing (ERS).Traditional means of remote sensing data require end-users certain knowledge of the technologies of their processing, as well as the cost of time on the processing of large amounts of computer memory to store them. If the ultimate goal is the visual interpretation and analysis of satellite images, the more productive is the online access to structured repositories of remote sensing data located on servers distributors. This method of obtaining data can increase the speed and convenience of access to the latest geospatial base, which is constantly updated on the portals and data providers remote sensing of the earth. One of such variants remote online access to spatial data is the archive of high-precision remote sensing data . The service should provide online access to the archive of satellite imagery data and allow to save the picture for use in modern GIS-applications (ArcGIS, MapInfo, AutoCAD and others). Service for the use of data at any mobile devices connected to the network. Internet important advantages of this method of access to spatial basis are: multi-user access to the database of the latest space images; conserve disk space; providing secure access to remote sensing data; use of data in mobile устройствах.В during the implementation of the project on creation of GIS formed a single database and common object model of spatially-distributed resources that are used by all users of GIS in accordance with the applied nature of functional tasks in their subject area. Toolkit GIS can be used to solve the tasks of asset management. The Toolkit uses the following technologies and methodology of work: to formalize the requirements of the  Customer; on the acquisition of data; data processing; mass input of data into the database; updating data in the database; according to expert estimates of the database; modeling and forecasting of the processes and phenomena; creation of the automated workplaces for decision-makers in their own subject areas in the system of management for enterprises. To achieve this goal the following tasks:

1. develop and justify the methodical approaches to the development of GIS;

2. to create a unified informational basis tasks of engineering hydrology - a universal digital terrain model;

3. to develop the algorithms of structuring the area, element-by-element calculation of its characteristics and to assess the impact of sampling rate and scale of initial data for correctness of calculation;

4. build a universal model of GIS for solving the problems;

5. develop domain-specific software solutions for implementation of GIS applications;

6. test the created GIS applications.
