Directions of strengthening of competitive positions of domestic commodity producers as a precondition for the implementation of effective state policy of import substitution in Ukraine

 

Strengthening of competitive positions of enterprises can take place in different directions (spheres), and, at the same time, used are different tools and tools. We are of the opinion that the planned assumptions for the development and implementation of competition policy for domestic actors in the real economy sector should be oriented towards the establishment and development of close interactions with state authorities at the regional and local levels. It is important here to form a mutual dependence that would allow solving mutual strategic tasks [2, 53-55].

Some of these areas include financial-investment, according to which the strengthening of the competitive position of domestic enterprises will be based on improving the system of using its own financial resources, developing and implementing progressive investment projects, finding new sources of financial and investment support for innovation activities, etc. This will require the application of an economic and institutional instrument that will be oriented towards the participation of executive authorities in the regulation of statutory and legal changes ensuring the financial and investment opportunities of local producers in adapting to the competitive environment, as well as identifying opportunities and threats, strengths and weaknesses in the implementation of innovative business the idea and expansion of sources of capitalization of the system of ensuring an adequate level of competitiveness.

At the same time, the use of financial and investment resources at the enterprise should be organizationally adjusted, strategically and tactically planned and provide for reorientation of the management system. Therefore, the use of organizational and economic tools should be aimed at making systemic changes that will deal with the management of financial and investment processes, intellectual and personnel and material and technical support and other spheres of life of the enterprise. As a result, it will be possible to expect domestic enterprises to gain competitive advantages in managing their resource potential as part of the policy of strengthening positions on the domestic consumer market. But more, it is possible to accumulate significant economic reserves in the direction of management in the realization of tasks for strengthening of competitiveness. Here we are talking about regional and local peculiarities of building partnerships in commercial relations and the development of public-private cooperation, which foreign producers often fail to adapt.

At the same time, the activity of producers of domestic products at such a high level of import dependence of the national economy becomes increasingly protective. It can not be said that there is a significant improvement in the competitive position with respect to the importing companies, but rather the preservation of the existing level of import independence in the basic industries of the economy. Protective actions should be considered in the context of the use of the infrastructure support tool, according to which the activities of regional institutional authorities will be directed at the creation and functioning of innovative cooperation platforms, assistance to local producers in the search and implementation of alternative financing schemes for competitive development, and their effective use of resource potential (especially intellectually -framework), the formation of the required amount of capital for competition with imported commodity [1, 118-122].

Increasing importance in strengthening the competitive position of enterprises belongs to the intellectual and personnel security, in the context of which it is important to correctly choose the material means of motivation, commercialization and protection of intellectual property, strengthening control and responsibility of personnel. For the high progressiveness and efficiency of using this kind of funds at domestic enterprises do not have to argue. The reason for this may be the slow perception of the society by the new rules and principles of working life, the high differentiation between the classes of the population in the income received, and thus in the ability to receive high-quality education, maintain a high-performance health status, and properly establish life everyday life. Here the crucial importance should be attributed to the socio-psychological instrument for increasing productivity and labor efficiency, the formation of high labor motivation and the quality of working life and, ultimately, ensuring the growth of integrated employment in the national economy.

In addition to solving a number of socio-economic problems, domestic producers need to take care of marketing and logistics development, which will be confirmed by the maintenance and maintenance of a high level loyalty of consumer. In this direction, enterprises need to take care of the differentiation of forms and methods of integrated stimulation of sales of manufactured goods, improvement of logistic communications with consumers and suppliers, and expanding participation in the development of market infrastructure of the target market segment. At the same time, in order to achieve a sufficient level of efficiency in such areas, commodity producers need to get support from local self-government bodies, whose work will be related to the active promotion of their goods (services) on the market, the search for new areas of sales supply, and the expansion of participation in the implementation of national and regional programs.

It is known that the main means of ensuring the competitive positions of enterprises in the market is the ability to rationally form and submit a product offer. Here, its important characteristics will be innovation, technology, assortment breadth, differentiation, consumer value, etc. At the same time it is quite difficult to maintain such compliance with the enterprises as different methodological explanations or interpretations, limitations to the levels of quality of goods. But more, given that imported products are produced according to more progressive norms and standards, we can argue about its higher competitiveness.

Under these conditions, the work of the executive authorities of different levels in regulating the commodity policy of domestic enterprises should concern the development and implementation of regulatory and methodological tools that take into account the current progress of production, the needs of society, the priorities of the national economy and other trends both in the world and in the domestic commodity market [3, 104-110].

Objectively, in the production of competitive products, first of all it is necessary to technically and technologically ensure all processes. In this direction, the enterprises update the material and technical base, acquire and implement new technologies, strengthen the commercial protection of intellectual property objects and more actively use them. It is important for state institutions to provide full resource support to the entities of the real sector of the national economy, which will overcome the existing technical and technological gap with commodity producers from other countries. At the same time, the success of the resource tool will be confirmed by the sustained nature of the introduction of innovations, the level of efficiency of existing technologies, the formation of long-term incentives for technological and technological development.
