NATIONAL CODE AS A BASIS FOR MODERNIZATION OF PUBLIC CONSCIOUSNESS OF UNIVERSITY STUDENTS

 

In connection with the flow of innovations, in the sphere of politics, economics and educationessential changes have occurred in the educational process. In order for future specialists think creatively, set clear goals, tasks and reflect in a pragmatic manner, first of all it is necessary to develop such qualities as competitiveness, pragmatism, know and value the national and spiritual values of their people.

The national code of the Kazakh people contains tolerance and respect for other religions. National traditions, language, music, literature, customs are, in a word, the national spirit of the Kazakh people. Without preserving the national code, there will be no spiritual revival.

The concept of "national revival" (originally in Kazakh language – «ұëòòûқæàңғûðó») implies the improvement of national self-consciousness.

«It has two sides. First, it is necessary to expand the boundaries of national self-awareness; secondly, while preserving the national essence, to change some of its manifestations», – wrote the head of state in his article «Course towards the future: Modernization of Kazakhstan’s identity» is aimed at two major renewal processes: political reform and economic modernization»[1].

 

The first condition for a new type of modernization is the preservation of its culture, its own national code. Without this, modernization isanemptyphrase [2].

Kazakhstan set a goal to enter the world's 30th developed countries by 2050. During the years of independence, a number of programs were implemented. In 2004, the programcalled «Cultural heritage»was realized, in 2013 «People in the flow of history», these programs were focused on restoring and studying the historical facts of the Republic of Kazakhstan. In order to change the public consciousness, take a step toward meeting the future, to become a united Nation of strong and responsible people, the head of state announced with his message the beginning of the third modernization of Kazakhstan.

President described preservation of culture and own national cultural and genetic code as one of the main conditions for modernization. The national code of the people is formed through a special attitude to their native land, culture, language, customs, and traditions of their people. Kazakhstan’sintegration into the world community depends on the consciousness and realization of a simple truth: the world is open to those who can acquire new knowledge by mastering the dominant languages. Therefore, the head of state initiated a cultural project "Trinity of languages", which can be fully considered one of the long-term development strategies of the country. The implementation of this project will largely determine the formation of a new Kazakhgeneration who speak several languages[1].

Political and economic modernization of the process have clear goals and objectives, priorities, methods for achieving them. The first condition for a new type of modernization is the preservation of its culture, its own national code. In modern society, nothing stands still, everything is changing. These innovations go to us from the west through social media.

N. A.Nazarbayev identified several directions of consciousness modernization as a society in general, and for every Kazakhstani.

1 Competitiveness. We consider competitiveness of the universitystudent as an integrative indicator of the quality of training on conditions that: the main directions of assessing the quality of specialist training in educational experience; the technology of interaction of the «teacher-student» system is adequate to the purposes and tasks of evaluation; specific ways of using a new model for assessing the quality of the training of a competitive specialist have been developed; diagnostic methods for assessing the quality of training are presented by two groups:

1) evaluation of professional competence on the basis of the qualification standard;

2) evaluation of the professional competence of the future specialist as a person[1].

In this connection, the structure of competitiveness of a university student acquires special significance, which in our opinion includes the following components:

- motivational component –successmotives, personal achievement, professional choice, professional orientation, value orientations, emotional-volitional qualities and other social and psychological characteristics of the individual, enthusiasm for the competitivenessformation;

- content component – knowledge of the competitivenesscharacteristics, knowledge of the ways of implementing the project activity, ways and methods of achieving success, adequacy of the lifesense orientations to situations and circumstances, maximum use of the internal reserves of the individual;

- operational component – intellectual, creative, design (participation in design, research, independent planning of cognitive activity, creation of own projects, formulation of results, etc.), information and communication (search and retrieval of necessary information, estimation reliability of information, the ability to substantiate the judgment, the mastery of the main types of public speeches, etc.), studentsinvolvement in the competitive, active, creative, formative activities.

Currently, among the factors affecting the functioning of human potential, education, and especially higher education, is one of the leading places. The role of knowledge in the social and economic development of society is growing rapidly. The place of higher education in public development is determined by the significant impact on the effectiveness of the functioning of the peopleknowledge, their experience, skills, access to training, professional development, and improvement of professional and personal qualities of the employee.

The problem of increasing competition in all its diversity reflects almost all aspects of society, and therefore can not be ignored by the education system. In consumer psychology there is a stable and very significant deficit of knowledge and understanding of the essence of market competition. Competition is an inalienable fact of modern life. The literal translation of the term «competition» is a duel, encouraging the strongest and destroying the weakest [2].

2 Pragmatism. Pragmatism means an accurate knowledge of own national and personal resources, its economical expenditure, the ability to plan own future [1]. Pragmatism is an attitude to life when while making decisions, a person is guided by the practical significance of things and actions. Pragmatists listen first of all to their minds, not their hearts. That is why universities for the healthy pragmatism, for the new motivation of students to creative work.

3 Preservation of national identity. The past and the present are a single whole. There is no past without the present and the present without the past. The memory of the past helps people to know better their traditions, their culture, their national values and, starting from them to go further along the path of social progress. Memory of the past helps to preserve its national identity [2].

As known, in recent years in the Republic of Kazakhstan clearly appearedtwo main strategies of national and state construction and the corresponding dominant models of national identity. The first strategy is aimed at the formation of a single Kazakh nation from a multi-ethnic society based on a community of citizenship which means not just a legal fixation of the fact of citizenship, but a high level of civil self-identification of representatives of different ethnic groups. This approach was called «civic nationalism».

Supporters of the alternative strategy of national and state construction proceed from the fact that the construction of a single («civil») nation in Kazakhstan is impossible, because the ethnic self-identification of an individual will always prevail over his identity with representatives of other ethnic groups and, therefore, over his civil identity. This approach was called«ethnocultural nationalism». It is concluded that the national policy of the Republic of Kazakhstan should, firstly, proceed from the recognition of two modalities of the nationphenomenon: ethnonational and civil nation, and, secondly, to be guided by the presumption of the task of forming and nurturing modern general civil consciousness [5].

To know the past, own history, the history of its people is so important first of all in order to build the future without past mistakes. That way, every nation must know the history, and honor its culture.

4Cultofknowledge. The cult of knowledge means not just the accumulation of knowledge but also the development of abilities for self-education and self-development. This will preserve prospects even in the most uncertain situations[3].

If the future specialist has deep knowledge, there are great opportunities before himto manifest himself in the chosen profession.

And also, profound knowledge should be accompannedwith such personal qualities as charisma, communication, competence, focus, initiative, confidence and self-discipline. Undoubtedly, the future specialist can achieve great success possessing these personal qualities and the desire for self-education, self-development.

5 Evolutionary, not revolutionary development of Kazakhstan.

A lot of time has passed since the appearance of a man on the territory of Kazakhstan. The nationalities that inhabited the territory of Kazakhstan had a long period of formation in the process of which many tribes and peoples participated. In the history of Kazakhstan, there are events, the memory of which should be not only historical but also national. The Kazakh nationality is the successor of the cultural heritage of all people who took part in its formation. The culture of Kazakhs for many millennia has passed the path of development no less complicated and interesting than the cultures of other people. Evolutionary development as a principle of ideology should be one of the benchmarks on a personal, individual level for every Kazakhstani.

Of course, the evolutionary development of society as a principle does not mean eternal conservation, but it is important to understand not only the lessons of history, but also examples of the present and signals of the future.

The nature of the revolutions has changed. It acquires a distinct national, religious, cultural or separatist color. But in the vast majority of cases, everything ends in violence and economic collapse.

Therefore, a serious rethinking of what is happening in the world is part of a huge ideological work that must be carried out by society as a whole, and political parties, movements, and the education system [1].

Openness of consciousness. The openness of consciousness is shows how much we are ready to change consciousness. The need to keep up with the times, first from a fully developed specialist, is required to learn English, knowledge of the language is necessary in order to trace information of world significance, for the exchange of experience when it is necessary to travel to foreign countries.

In general, the above six points are the basis for the formation and development of the national code of students in a higher education institution.

After reading this article, each of us should think about his future, about the future of his country. We must not forget that the future of the country depends on talented, comprehensively developed generation. And also the head of the state repeatedly wrote that the purpose of the modernization program is to enter the thirty of the world’s developed countries. Yes, in fact, if we want to change the public consciousness, then every conscious citizen of his state must start with himself.
