EXPANDING THE LIST OF SERVICES TO ASSIST IN PROMOTION OF PRODUCTS OF AGRO-INDUSTRIAL COMPLEX

In modern conditions of reforming all economic sectors, including the agricultural sector, consulting services barely developed. The reason for this is the low platezhosposobnost farm programs and lack of qualified personnel in this field. At the same time, there is a high demand for marketing and consulting services, system procurement, storage and sale of agricultural products. Application of marketing and consulting services in agricultural production is one of the most effective methods of improving the efficiency of agricultural enterprises. In addition, one of the factors of economic growth in rural areas is the development of small and medium-sized businesses. This requires broadening teaching services for population in the formation and implementation of business ideas [1] The need to implement effective mechanisms to support farmers in the marketing of the finished product is dictated by seasonal variation in production of agricultural products and food supplies were the domestic market, which in turn is causing swings in prices and inflation. Another reason is the unbalanced production and marketing options. To control these factors, along with the generally accepted world practice measures for State regulation of the industry it is necessary to strengthen the work on information and consultation of the agricultural market in the part of the budget funds for operational and reliable information: -agricultural markets (supplier's name and location, type, quality, volume and selling price of agricultural products and products of its processing); -commodity and material resources of production-(name and location of supplier; type, quality, quantity and price of the commodity and material resources); -market services for subjects of agroindustrial complex-(name and location of the provider; service, order and terms of service, quantity and price);

-Services-processing enterprises (name and location of the provider of services, view; the procedure and conditions for the provision of services, volumes and price); -the services and tariffs of transport organizations;

-prices for agricultural produce and products of its processing taking place of delivery and the tariffs for carriage services, certification, etc. For effective marketing must work on the basis of "Kazagromarketing" create:

-permanent information and exhibition centres and exhibition pavilions (camping) in the regions of KAZAKHSTAN-introduction of a system of e-commerce of agricultural products;

-methodical Center on the base of JSC "Kazagromarketing" with the acquisition of the printing industry and specialized facilities.

An analysis of the exhibition – ârmaočnyh of Kazakhstan shows that they are attended by only the large companies [2]. This is due to the high cost of participating in trade shows that on average 830 dollars United States. ($ 120 per 1 m2, about the minimum area of 4 m2 and the registration fee is $ 350). This amount is not available for small and medium-sized farmers. At regional and district scale in most of exhibition and fair activities are involved – only local commodity producers, few participants from other regions are represented. Basically, a place of such events is determined by the Astana and Almaty. This entails certain financial costs and does not allow participation of all stakeholders. In this regard, the need to activate the exhibition and fair activities and trade at the interregional level. The main task of "Kazagromarketing" is the development of distribution channels, addressing the issues of import substitution, increased competitiveness of domestic products, domestic companies in product promotion, positioning on the international market. Therefore JSC "Kazagromarketing" should jointly with local executive authorities organize camping and exhibition centers in different regions of Kazakhstan. Potential participants of the exhibition and fair activities will be: farmers, refiners, suppliers of inputs and resources, etc. Need to work on: -registration and deadline for the Kazakhstan stand at international exhibitions and fairs;

-assistance to participants in a timely customs clearance documentation and exhibits for the exhibition of the certificates of correspondence to the show's production;

-the design of the stand design promotional products, etc.; -provision of exhibition and exhibition of equipment on a contractual basis.

Effect of exhibition and fair activities will contribute to a significant increase in the demand for production of farm programs, and enter foreign markets by increasing turnover, assist in the marketing of domestic products, effective advertising and PR-campaigns. In modern conditions the development of informatization of all spheres of the economy it is necessary to introduce electronic commerce system in agricultural sector. Electronic tender system is a computerized information system that allows participants to conduct trade and procurement operations with goods and services in real time (on-line). As well as in combined mode (on-line & off-line), to analyze the activity of trading-purchasing activity on proposals of purchases and sales by trading for any length of time, view the results of trading transactions of all participants in the system in real time, to have access to certain information resources SET related to the information systems of the MINISTRY OF AGRICULTURE of RK. This system would allow the Executive branch of the national and local levels in an interactive way to publish information about the conditions of the bidding process for the procurement of goods, construction and services. Economic actors will be able to view the scans for ready access published information about the conditions of the tender, as well as in interactive mode to apply to participate in specific trades and view information about the offered goods, works and services. The main goal of a SET:

-strengthening the relationship of suppliers, customers and the governmental authorities in the promotion of agricultural products and services in domestic and foreign markets;

-equal opportunities and the creation of favourable conditions for trade to all users of the system;

-increase of volumes and expansion of the types of agricultural products;

-reduction of time and costs in carrying out the preparatory stages of the bidding process; -improving the efficiency of the SET through the formalization and automation of operations;

-creating transparent competitive agricultural producers (this will allow them to focus on prices, while ensuring the anonymity of the proposals that are viewed by competitors);

-reducing the cost of service commodity and financial turnover, increased opportunities for forging contacts in Kazakhstan and abroad. Thus, when embedded in a production of the BULLETIN BOARD will create the electronic market trading operations in the agricultural sector. The information accumulated in organizations and e-tendering, will be used for the implementation of operational monitoring and analysis of the State and changes in domestic and foreign agricultural markets as well as to ensure the necessary control over the timely delivery and quality of agricultural products, the trade of goods and services.
