THE POTENTIAL OF INFORMATION
TECHNOLOGIES IN EDUCATION
Our
world today has changed a great deal with the aid of information technology.
Things that were once done manually or by hand have now become computerized
operating systems, which simply require a single click of a mouse to get a task
completed. With the aid of IT we are not only able to stream line our business
processes but we are also able to get constant information in 'real time' that
is up to the minute and up to date.
The significance of IT can be seen from
the fact that it has penetrated almost every aspect of our daily lives from
business to leisure and even society. Today personal PCs, cell phones, fax
machines, pagers, email and internet have all not only become an integral part
of our very culture but also play an essential role in our day to day
activities. With such a wide scope for the purpose of this article we shall
focus on the impact of the internet in information technology. Before we can
know about all the advantages and disadvantages of information technology, it
is essential that we know what information technology is exactly, and why it
has it come to play such a important role in our daily lives. Today information
technology involves more than just computer literacy; it also takes into
account how computers work and how these computers can further be used not just
for information processing but also for communications and problem solving
tasks as well.
The main tasks of informatization of
educational institutions are: the implementation of IT to the educational
process, raising the level of professional competence of teachers in modern mass
introduction of information technology in the educational process: raising the
professional information culture of the student, creating an information
environment of educational institutions that would facilitate the preparation
of competitive specialists.
The necessary conditions of for the
informatization of educational establishments are the following:
1) technical specifications
(computerization)
2) methodological conditions (teacher
training, availability of electronic books, information products)
3) social education (the definition of
the persons who need the information competence)
4) management conditions (the formation
of the necessary legal and regulatory framework).
Experts in the field of information problems
lay emphasis on the following basic
functions of information that are executed in the education system.
1) Motivational: stimulating cognitive
activities of students through the transfer of management functions of the
educational activities, fixing actual results achieved, as well as training in
the context of future professional activity.
2) Developmental: training in information
and computing environment (ICS) promotes the development of reflexive forms and
activates productive forms of thinking and creativity of students.
3) Prognostic: prognostic information can
be used to determine the prospects for student’ education. It is realized by
removing the current load on the processing of input data.
4) Controlling: Provides control of
students education through the use of automated test control.
5) Compensatory: helps to eliminate gaps
in the knowledge of students through the use of didactic information systems
during the self-training.
6) Information: provides students with
access to reference information, regulations, best practices, pedagogical
software tools across multiple databases.
7) Modeling: an opportunity to expand the
educational-cognitive activity due to control problems of objects
interactively.
8) Communicative: allows students to make
the transition to the position of the subject of learning and cognitive
activity.
At present, the introduction of
information technologies in educational process and in the management of the
university implemented within developed the Concept of National Education
Policy of the Republic of Kazakhstan, and legally regulated by federal law
"On information, information technologies and data protection
Mechanisms used in the education of IT
influence the formation of the personality, lifestyle, interpersonal
communication, knowledge, and promote growth of new knowledge in society in
general and in the particular. IT has three components: infrastructure
(technical equipment and data network), infostructure (content, content of
electronic resources) and information competence of users. The possibility and
effectiveness of IT in distance education affect the availability and quality
of each component of all participants in the educational process: students,
teachers and administrators of educational institutions.
The main directions of development and
implementation of ICT in the educational, scientific, management process are:
1) formation of a local set using a
dedicated channel to access the Internet;
2) equipped computer classes and reading rooms with Internet access and
local area network;
3) creation of a public educational
server using a content management system educational site;
4) creating opportunities to access to
the personalized content server for each student and teacher;
5) providing readers library of
electronic educational resources on-line media (CD and DVD-ROM);
6) development of regulations governing
the establishment and requirements for electronic educational editions;
8) training for all teachers of the
educational institution to use information technologies and increase their
skills in this area;
9) creation of educational content and
various networking of electronic educational books (EEB), EEP multimedia,
educational, scientific and popular movies;
10) introduction of automation
components and auxiliary processing accounting information management practices
in the educational process (information technology accounting performance based
on ratings, a database of students, teachers).
Analyzing the experience, we can note the
positive results. Firstly, increased overall information literacy of students
and teachers, which is not only for the application of IT in the learning
process, but the most important contemporary specialist expertise. Secondly,
the necessary conditions for supporting an access educational materials,
regardless of the time and place. Students can take as printed, books and
manuals, and electronic publications EEB online or offline version (on CD),
which eliminates the problem of availability of students’ academic and
reference books. Third, provided a decent quality of EEB. All electronic
resources are being developed to comply with regulations adopted by the academy
and is based on domestic and international standards. Copyright and property
rights are protected by the state registration of EEB as databases and software
for personal computers.
There are also social and psychological
benefits of IT in the learning process. All participants in distance learning
feel empathy towards direct communication. This is achieved through the use and
role-playing games, including the communication of students and teachers at the
Forum (for example, the study subjects' culture of business communication
"and" The Psychology of Management "for the specialty"
Vocational Training (by industry). ")
Information technologies are widely used
in educational institutions of the Republic of Kazakhstan, located in different
regions and representing various groups of professions (engineering,
humanities, etc.). The most widespread application of information technology
has in distance education. But it should be noted that not all the features
elucidated the impact of information technology on the formation of the
individual graduate. There remains the possibility of educational influence on
the personality of the future specialist, so as to transfer knowledge and
control over their learning, even with the help of advanced equipment its
impossible to provide the impact that occurs when the direct communication of
teachers and students. These may be additional methods of work aimed at
developing the individual professional. This requires a concept of identity
formation in terms of professional competence approach. To implement it
requires new methods based on the information technology (perhaps those that
are similar to the methods of influence on public opinion and public awareness
through media and create a system of public relations at the university.
As is already known about the
significant impact of media and information and communication technologies
(ICTs) on the mass consciousness, we can assume that the use of ICT in filling
the content, appropriate educational objectives will be very effective.
