Formation of motivation sustainable growth of small and medium business
in Kazakhstan
At the stage of economic modernization of SMEs needs to support a more complex system, which should include: the development of programs for the development of cooperative ties SMEs with large industrial complexes, creating conditions for access to scientific and technological developments through the dissemination of information and the granting of licenses, the policy of accelerated depreciation for businesses employed in high-tech, dynamic industries; motivated to provide tax breaks to companies engaged in the development of new technologies, products and services, financial and investment support from the state for the development of scientific and technological achievements, assistance in the training of professional personnel.
Empirical analysis of status and trends of SMEs in the Republic of Kazakhstan leads to the conclusion that as the imperatives of state support of SME development should be highlighted: the formation of motivation sustainable growth of SMEs by creating incentives to increase entrepreneurial activity, strengthening the capacity of SMEs through its growing competitiveness through the development of human capital, the introduction of advanced technologies and management systems, support for SME development in the direction of the clustering promotion of networks of business associations.
Creating incentives for sustainable growth of SMEs by creating incentives to increase entrepreneurial activity associated with the strategy of social support groups focused on the creation of small businesses . In this context, the focus of public policy should not be stimulated entrepreneurship and creative , ie one that initially is a "new generation " of entrepreneurs , oriented to innovation and capable of introducing modern standards of business culture . To this must be created incentives that would guide SMEs to penetrate the sphere of innovative production that meets the objectives of diversification of Kazakhstan's economy . Secondly , this should be set high standards in the field of SMEs use telecommunications and computer technology, the most modern production methods , management, financing and promotion of goods and services. For newly established enterprises , these measures involve promoting government agencies (technology parks , business incubators) in the promotion of high-tech business , requiring additional sources of knowledge and skills. Using state order for appropriate research, grants for training, to attract domestic and foreign experts promising projects. For existing businesses , tax , depreciation and tariff incentives , institutions, venture financing and insurance business, ie those that open the way to capturing niche business that were not previously available to small businesses. Given that the main obstacle to the development of small business in the Republic of Kazakhstan is the difficult access to capital necessary to unite in the field of SME financing efforts of private lending institutions and development institutions , including the Development Fund for SMEs.
Strengthening the capacity of SMEs by improving
its competitiveness through the development of human capital , the introduction
of advanced technology and management system involves the creation of
appropriate production and social infrastructure as the business operating
environment . By itself, the development of infrastructure is an area of focus
of the joint state and private sector through the mechanism of the state order
, project financing , transfer of some functions to provide infrastructure
services in a competitive environment for small and medium businesses. For
these purposes, should carry out activities aimed at creating conditions for
the rapid provision of information for SMEs , to facilitate access to new
technologies and access to quality workforce .
Another way supports SMEs should be to promote their activities and export-oriented . This direction is intended to achieve acceptance of products and services of domestic producers on world markets by achieving competitiveness in quality, profiling international specialization Kazakhstan, compliance with environmental standards of domestic products . The next step is to promote goods manufactured within the SMEs Kazakhstan brands well-known manufacturers , as well as the formation and promotion of targeted markets Support the process of creating a network of business associations . This direction of development of SMEs should aim to use the potential of the various business associations (business , professional, regional, cluster , exporters, importers , etc.) for distribution to high standards of running a small business . Business associations should represent the interests of entrepreneurs in the development of legislation dealing with business. This will not only ensure the representation of the interests of SMEs at different levels of government , but also will help to reduce transaction costs arising in the process of interaction of state bodies and business.
