Engaging the Asia-Pacific countries in
development of innovative activity in Russia

The
priority direction of state policy today is the transition of the Russian
economy on an innovative path of development in order to increase its
competitiveness. However, innovative activity in Russia has not yet become a
factor of economic growth, although efforts are being made to support
innovation and the creation of economy based on knowledge.
The
development of close economic and diplomatic ties with Asia-Pacific countries
is due to the unstable political situation in Ukraine, the special economic relations
with European countries. Great emphasis in the development of innovation is
paid to regions of Siberia and the Far East, located on the state border with
Asia Pacific countries. However, developing of this innovation in such regions
is insufficiently effective, compare to the central part of the Russia. This
occurs because:
- High
risks of doing business in areas with difficult climatic conditions;

Remoteness and high rates on energy and transport services;
- Lack of
interest of entrepreneurs to innovate caused by high-risk production activities
under northern climatic and resource constraints, etc. ..
Therefore,
the regions of Siberia and the Far East need some technique to increase the
investment attractiveness and the state support for the development of
innovation activities. This is especially important in the presence of a huge
subsurface potential of the regions and closeness to Asia-Pacific countries, which interested in development of
perspective areas.
The
objective of the Government in development of innovative activity in Siberia
and the Far East is to attract investment funds to the development of
innovative processes, as well as conviction of the business sector of the
economy believe in the innovative development of the country's economy,
motivate business to irregular and risky actions, investing their own funds in
innovation. Particularly relevant is the task of attracting foreign investment
companies and their innovative projects on the territory of our country.
Scientist V.L. Inozemtsev believes that the most perspective way to develop an
innovative economy is the campaign to attract foreign technologically advanced
companies in the country, providing them with greater tax holidays [1, p. 155].
Realization
of innovative activity of Asia-Pacific countries on the territory of the
Russian Federation is caused by the presence of the following positive factors:
- Using global innovative project management experience;
- Increasing of foreign investment funds in innovation activities;
- Growth of foreign capital in the country's economy;
- Use of advanced industrial technologies and equipment;
- The development of international relations between countries;
- A special way to regulate relations with foreign companies in investing
their innovative projects in prospecting, exploration and production of oil and
gas on the territory of the Russian Federation in accordance with the Federal
Law of December 30, 1995 №225 “About agreements and sharing of production”.
To increase
the investment attractiveness of Siberia and the Far East need a set of
measures aimed at achieving the objective. Need appropriate mechanisms, which
provide business opportunities of choice economically attractive investment
targets.
To increase
the investment attractiveness of the regions of Siberia and the Far East to the
Asia-Pacific countries, it is necessary to solve the following problems at the
federal level:
- creating
of organizational and economic mechanisms of organization of production for the
foreign companies in our country,
-improving
of legal and regulatory framework of entrepreneurial activity,
-rational
combination of state regulation and market management
mechanisms,
-support
the priorities of the economy, in view of global trends in this field,
- advanced
software development management of innovation projects domestic companies,
Mechanisms to increase the investment attractiveness of Siberia and the
Far East could be subsidies for the development of innovation infrastructure;
creation of regional venture funds and preferential tax treatment in the
regions of Siberia and the Far East. Companies from Asia-Pacific
countries need appropriate mechanisms to provide business opportunities of
choice economically attractive investment targets. At the level of legislative
support, allowing the development of venture businesses, such measures may
include:
-preferential tax
treatment of investors of innovative projects;
-special customs regime
for small batches of materials and components for research and development;
-cancellation of effect of
law on public procurement for innovative products;
-preferential mode of
delivery of accounting and tax reporting for investors.
