DEVELOPMENT CONDITIONS OF PRE-SCHOOL EDUCATION AND ORGANIZATION OF TEACHERS’ STAFF TRAINING AT PRE-SCHOOL INSTITUTIONS

 

Abstract:  In the message ‘The main directions in social economic promotions of the development of  Kazakhstan’ by the President of The Republic of Kazakhstan N.A.Nazarbayev on 2012, July 27, it was announced:    ‘It is important to improve the quality of the teaching staff. Core standards of teaching education, requirements for teachers’ professional development in schools and higher education institutions should be strengthened. As well as training of educators of preschool institutions, institutions of additional education, preschool students of modern innovative techniques and methods of training and education in the process of studying the ways for sustainable use and development of competences of pedagogical management, the problem of improving the quality of training and education in the education system’.

“Each region has to work with integrated centres for teacher training”. The educational process has to take into consideration the political, economic, cultural, social responsibility of higher education institutions in the country in accordance with the changes in our life, skilled professionals, competitive, broad, well-developed training staff, the creation of a legal phenomenon all its activities in this direction, as the society has to increase the requirements to quality and content of work in connection with change of the characteristics and knowledge of the business, professionalism of our specialists in connection with of its socio-economic and spiritual development.

In recent years, political and social changes taking place in the country during the review of the theory and practice of the education system has led to education policy changes in the area of education. Children in pre-school institutions, comprehensive education and training of qualified personnel for the support of education set by the requirement of the day.

Primarily focused on the teaching staff of the state social order, kindergartens, schools are responsible for their own decisions, flexible, compassionate look at the fate of the country to cooperate with formation of highly competent people. Mature educator comprehensive parenting education, teaching creative owner, folk traditions, customs, national traditions, traditional values, identifying features, the types of social relations in professional knowledge, especially in the improvement of professional skills and experience is the basis of the collection has been  the most important issue.

In turn, the professional development of educators is the culture of measurement in education. Each level of the professionals’ individual culture, moral principles, understanding, knowledge,  interest in research and many other issues. The best ways of teaching experience is required to be reviewed on a constant creative search. The psychology of teachers’ moral and spiritual qualities, professional training and the culture of communication is regarded as a precondition for any period, whether in the field of education. Accordingly, retraining and advanced training has become  urgent problem in education. The teachers' professional training in order to improve their professional skills is supposed to promote a culture of teachers’ professional competence. The formation of professional orientation, training and adapted to the life and teaching of the garden intelligence, personal style, culture and professionalism of the creative work depends on the ability to enhance the enthusiasm and desires. Because, in cooperation with both sides based on the pedagogy of education: the family and the kindergarten should be the result of joint actions.

The main directions of the formation of teachers’  professional competence and mentors: to update the contents of the pre-school education is the main part of the change in the Kazakhstani education system.

The content of education and the implementation of the general direction of the changes are the most important principles of the ways to implement in the process of education are:

- oriented to the society. Teachers’ Professional development is aimed at developing social and personal qualities.

- scientific objectivity and innovation. The constant pursuit of applying new scientific results, new technologies, application of scientific knowledge and information.
- continuity. Ensuring teachers’ continuous education throughout their lives.

- diversity (diversification). Qualification, development of improvement system of new activities aimed at increasing competitiveness and improving the quality of education services, increasing the number.

- openness (transparency). The openness and accessibility of information about the central work, structural integrity and transparency of the whole system.

- academic autonomy and independence. Collegial governance and decision-making based on democratic principles and self-reliance, personal responsibility of each person, ensuring the independence of the academic education teaching
- the law of conformity. In its activities, the centre complies with all legal norms. The activities of the leadership, introduction of new principles of governance and management is included  vertically in the teachers’ professional development. 

The problem future teachers’ training have been analyzed the works of scientists, like: Kuzmina I. K. Zhuravlev M. N. Skatkin A. A. Verbitsky S. and  T. A. Granica.

Education – the process of changing personal qualities and  governing will focus on developing the abilities of the professional qualifications of the teaching profession. Therefore, the "personality" is accepted as an open system follows that it is potential to change during life. The teacher is an expert in a certain area, because "a personality" — from the point of view of the specialist’s consideration is a "qualification" which makes the concept. – In the assimilation of this knowledge, triangle knowledge that reflects shared values and the ability. Today the problem of improving teacher’s qualifications should be seen at a universally recognized stage. As the deepening of knowledge, reproduction, improvement, adding not only to the individual, society needs  to take that action. This implies not only the teacher, success in your activities, but also you should consider its scope  much broader.

These people are the future of education in the society: teacher for today, child for tomorrow. Here, we understand the value of pedagogical specialties.

The teacher training courses for teachers are developed through leadership, direction, validity, organizational and corrective action in teaching.  Such actions of caring, teaching, controlling the students’ achieving results in a good bond. The student would have only himself, along with indication of his knowledge. Gaining the system of knowledge in the workplace depend also on their tutors – creative major factors affecting their functioning. One of the important issues of education is the teachers’ systematic professional development in the politics of this country.

In the study of industrial trends, issues of teachers ' professional development is one of the key factors in the society.

In the research of B.A. Almukhambetov, the grading system compared with the issue of the future of the country and  the training of foreign experience in the history of its research and development. He offers the ways and methods that would increase the level of the education, which will improve the quality of professional development in the country.

 A.A. Zhaytapova also considers with advanced scientific analysis, the study of the theory and methods of the organization of new and innovative directions.

As Therefore, Kazakhstani scientist S.Taubaeva considers  teacher’s research skills, advanced experience and innovative scientific approach based on continuous activity. The research of M.S. Kerimbaeva studies the formation of young professionals in conjunction with universities and training institutions, as well as B.C. Tolbasova designed teachers preparation in using modern information technologies, and the teachers K.S. Kudaybergenova defined the exercise of self-determination of the impact of innovative work in the school system.

V.N.Beloslyudceva’s research touches upon the problems of training institutions and   raises the issues of the training personnel, teachers and supervisors’ act in cooperation with the general analysis of the impact on the quality of the training.

B.A. Turgynbayeva concludes that the scientific research and creative potential of the people in this area should be accepted as the quality of production to the heights of professional activity. Teacher’s gaining acme situation is based on his own self-education, self-education, self-improvement, and this is all based on the fact that due to the use of scientific creativity.

Teacher’s  difficulties in the professional practice will arise as a result of the discrepancy between the level of educational and training requirements. Development of young children's ability to act independently, investigation of its intension, the difficulty of the questions of the relationship between the children, learning goals, objectives and the results of its planning, finding ways to overcome the problem, etc. are all  problems of primary education.

The main focus in the national education is paid to a person who is recognized as a fundamental value of the company, its spiritual enrichment, political vision and creative activity, creation of conditions to allow the formation of professional competence. Therefore, young professionals to the formation of three different qualification: a) subject to qualification. Theoretical knowledge and skills in the subject. Theoretical knowledge on the subject. b) teaching skills. The main pedagogical principles, methods and ways of teaching, all courses  need to be aware of the main forms of organization. b) the methodic  competence. To improve the quality of education, the formation of motivation of their own.

The purpose of the training of professionals skilled in the fundamental system of education, professional and business skills, creative activity and freedom of cultural thinking skills, learning what the new century education system (content), the system of training (structure), education (educational technology) aimed at solving the problems in teaching.

Teachers have to be able to work at the level of their qualifications. In particular they should have skills: gnostic, educational, social-economic and communicational. A skilled  student is  educated by a qualified teacher. And education is a key factor in the development of society.

The present and the future of the country belongs to the younger generation. And this generation today should have a comprehensive, in-depth knowledge, to be able to do research a high level independently with  intellectual creativity which  is the only way for the formation of student support. This requires a high teaching qualifications. Creative teachers will be able to form a creative person. Today, who are able to keep up with the rapid development of modern society, the scientific knowledge, in-depth knowledge of pedagogy and psychology  are needed as creative educators and teachers. All the above skills are revealed by the teacher’s professionalism. In other words, the process of improving the quality of teacher preparation and professional education is required at the moment. He is a tutor for self-development, self-education and self-realization of creative services. Currently, any system of teacher education reforms have become the subject of the teaching process. Therefore, educators tend to be promoted in such a way as to be up-to-date professional knowledge, to change the content of the training and re-training courses, to develop the standards of education. In other words, teachers will be able to gain self-development and self-education.

School educators receive professional training courses, intercourse periods in order to achieve the above qualities, you the following objectives can be set:

 - the creation of favorable conditions for work and for teacher’s creativity;

-               To support with new technologies and innovative methods according to the time and  needs of society, the need for the best in the world and in accordance with national practices;

-               to promote the wide-range  practice of self-fulfillment in creative work with complete freedom, with a passion for the humanization of education;

-               to provide the necessary guidance in the research and development of the teaching culture and in conducting extra-curricular.

-         to pay attention to regular professional reputation and social status in order to  increase educators’ activity in the society.

         The greatest philosopher Abu Nasr Al-Farabi  determined the nature of the teacher:  "Teacher, born perfectly aware of everything, and  preserves the memory of all the things in his mind, observes everything what is heard, forgets nothing, a speaker having a passion for art and education, content and with clean soul and fair, and  does everything good for the people, a model and doesn’t afraid of anything,  brave", If so, have weakened unlimited generation of graduates in education and training of each teacher's personality should feel a strong position. After all, a competitive person has to improve the quality of basic education, teacher education in the preparation of a mechanism.

         Therefore, the questions which face with the public and up-to-date changes in educator’s professional development is connected with the requirements of the following problems: to identify ways to update the content of education; to interest educators in the content of educational program; their needs, activities, interests and the development of methods of education; knowledge, skills, knowledge, to control the  skills in accordance with the level of knowledge. It is necessary to pay special attention to the desire to achieve results in parent education on the issue of updating the content of the theoretical and methodological training to a sufficient level, to choose the most effective ways to achieve the objectives; the development of new educational content and its emotional mood,  to take an interest and perception; games with the children, work, study and analysis of the implementation of the objectives of the action to affect the ability to be adjusted; creative ability to forecast,
