The
professional competence of the head of the rehabilitation institution: the concept
of it
The
statistics of the growth of infant sickness rate in Ukraine includes concrete
children whose lives are burdened by
illness or family problems, they "lost" in life and can't find their
social niche. First of all, these are children with special needs: persons with
disabilities, orphans, children from low-income families.
Changes
in the socio-economic climate of the country in the context of globalization
and the transition to the information society, affect not only the overall perspectives of development of the education sector, but also put
forward fundamentally new requirements for all of its structures, and in particular to the
management skills of heads of educational institutions, including
rehabilitation.
Competitiveness
of rehabilitation institutions in the modern market of educational services
depends on the level of professional competence of the head, the effectiveness
of his control mechanisms upon institution of education, introduction of new
correctional, social-psychological, information technologies; innovating
pedagogical tools and psycho-pedagogical support. Therefore, the issues of formation and
development of professional competence of the head of the educational
institution of rehabilitation profile is relevant, and requires further study.
Certain
aspects of the problem of development of the head’s competence are disclosed in
the scientific works of such native and foreign scientists, as M. Golovan’, I.
Darmans’ka, I. Liniova, L. Olifira and others. According to them, the
competence of the head must combine a set of methodological, general and special
theoretical knowledge and adequate for their realization technological skills;
professional growth of head of rehabilitation institution is the key to its
successful development.
Besides,
the analysis of scientific-pedagogical literature revealed that majority
of interpretations of "competence" refers
to the person who has the appropriate competence, or about the institution and the
authority that has the right to resolve any issue.
For example, J. Equal
defined the competence as a specific ability which is necessary for the
effective implementation of specific action in specific subject area, which
includes highly specialized knowledge of a special kind of subject skills, ways
of thinking, and a sense of responsibility for their actions. To be competent means
having a set of specific competences of different levels. V.Bolotov, A. Khutorskii,
V. Serikov, I. Zimnya in their works defined the semantic components of the
concept of competence, namely: motivation (willingness to get the competence),
cognitive (to have concrete knowledge); activity (accurately of the ways of
activity); axiological (mastering of the values, responsible attitude to
professional activities and personal growth) [2].
The
definition of "professional competence" made it possible to note that
the "Encyclopedia
of education” interprets it as "integral characteristics of business and
personal qualities of a specialist, that reflects the level of knowledge,
skills, and experience, which are necessary to achieve the goal of a certain
type of professional activity, as well as the moral position of a
specialist"; researchers V.Zagvianskiy, I. Ziaziun, C. Kan-Kalik, Y.
Colutkin study the concept of "professional competence" from the
position of the evaluation category, which determines the level of development
of the human ability to formulate qualification judgment, the ability to
adequately and responsibly make decisions that lead to a rational solution of
the stated goals; B. Hershunskiy defined professional competence as the result
of personality’s development; a dynamic category and the goal of post-graduate
pedagogical education, self-education and the development of pedagogical
professionalism at the level of self-development; it is determined by the level
of own professional education, experience and individual abilities of the
person, his or her desire for continuous self-education and self-improvement,
creative attitude to work.
The process of formation of professional competence of the head passes
appropriate stages of formation, development and improvement, which today, in
particular, are characterized by the following changes: improvement of methods,
forms and technologies of management of the educational process in the
educational institution; the complication of requirements for the implementation
of professional development during the execution of official duties; the
necessity of mastering by heads the
economic, financial and legal foundations of the institution; the necessity of
"criteria" management; the adoption of the principles of integrity,
continuity and individualization in the training of heads, etc.
The typical features of the professional competence of the head of rehabilitation institutions are: constant changes, future orientation, the ability to make a choice according to the particular situation; motivation of the continuous self-educational activity. So, Z. Riznichenko states, that the manifestation of a high level of head’s managerial skills of concrete profile is to achieve highly productive management activity, based on the totality of professional managerial knowledge, skills and abilities, that are implemented due to developed professionally important qualities, with minimum expense of personal and industrial resources" [6]. According to N. Bila - professional competence of the head of the rehabilitation institution is defined as a complex personal and professional formation, which integrates professional theoretical knowledge, practical skills, professional and personal values and quality, and ensure the
adequate implementation of the management activity and conscious choice of
the behavior. The competence of the head of the institution is
the desire and ability to realize their potential (knowledge, skills and
personal qualities) during the creative professional activity, recognizing the
social importance and personal responsibility for the results of this activity
and the need of constant improvement [1].
According
to the character of the problem, the professional competence of the head of the
rehabilitation institutions is considered as the ability to implement
professional tasks qualified; to achieve the planned results of activity, the
ability to think creatively, to foresee the consequences of their own
decisions, to assess critically their capabilities and achievements, the
knowledge of innovative technologies in the professional and managerial fields,
the ability to select, formulate precisely, a consistent and thorough analysis
of the problems of the educational institution and
find out from the greater number of alternative approaches for their solution
the most appropriate and effective to the particular situation of the
institution [4].
Thus,
various definitions and approaches to the concept of professional competence of
the head of the rehabilitation institution and its content, suggest a
multidimensional psychological and pedagogical basis of this concept. In the conditions when the problem of formation of professional
competence of managers of educational institutions was studied by researchers
mainly in the educational context, there is the limit of opportunities for the
creation of effective mechanisms of formation of competences of managers of
rehabilitation facilities. At the present stage of reforming the system of
higher professional education this problem requires a detailed analysis,
synthesis, classification and characteristics for the creation of scientific
support, the development of mechanisms and models of formation of professional
competence of the head of rehabilitation facilities.
