Problems of innovative technologies
application in teaching legal disciplines
At presenta teaching in the leading higher education
institutions of the Republic of Kazakhstan couldn't be imagined without
introduction of new technologies. Modernization of teaching techniques
including change of an orientation and accents of curricula of secondary and
higher education, having included programs for training in practical skills and
obtaining practical qualification are determined as one of the priorities in
strategy "Kazakhstan-2050" by President N. A. Nazarbayev[1].
In this regard it was developed an unique innovative
project introduction of which in educational process is urged to put on new
level system transition of educational process to KazNU named afteral-Farabion
qualitatively new level conforming to the international standards. During the
implementation of the scientific and innovative project "Al-Farabi
University — Smart City" which will become a basis of development of
higher education institution till 2020, first of all, we have to proceed from
those provisions which concern reforming the higher education system
"Strategy of development of Kazakhstan 2050" where the purposes and
tasks were specifically formulated and accurately designated by the Leader of
Nation N. A. Nazarbayev. In Strategy "Kazakhstan-2050" the President
set a main goal for the country - to create society of prosperity on the basis
of the strong state, developed economy and opportunities of general work. Thus
the huge attention is dedicated to questions of creation of the economy based
on knowledge. Higher education institutions are urged to play a key role in
this process. Realizing the important mission, KazNU named after al-Farabi
actively works in this direction.
In the nearest future in connection with processes of
economic globalization and integration
processes in the field of the higher and postgraduate education the techniques
of teaching and training becoming today revolutionary and innovative will be
introduced and applied everywhere. Kazakhstan has to take practical steps on
real introduction to higher educational institutions of the country of new
technologies of trainingin order not to lag behind a tendency of development of
the processes happening in the higher education worldwide. In our opinion, the
Ministry of Education and Science of the Republic of Kazakhstan has to
developthe uniform republican concept concerning all last accreditation and
certification of higher education institutions of our country. We consider that
this concept has to carry the name "The State Strategy of Introduction of
New Technologies of Training and Introduction of Innovative Techniques in
Educational Process in Higher Education Institutions". Introduction of
modern information technologies in educational process is one of priority tasks
in KazNU named after al-Farabi.
It is impossible to develop modern infrastructure, to
create effective government, to provide favorable business climate without
educated people [2]. Due to the increasing role and the importance of
Kazakhstan in world political arena it is necessary to accelerate formation at
the younger generation of new thinking and as a result of it, to introduce a
legal general compulsory education in all, without exception, higher
educational institutions of the country. As mentioned in youth policy for the
purposes of preservation and development of intellectual and creative potential
of society, ensuring continuity of scientific, cultural traditions of the
Republic of Kazakhstan the system of measures for support of talented and
gifted youth and creation of conditions for their activity is carried out.
Forming youth policy, the government considers the youth as one of socially active
segments of the population having important potential weight in the long term.
The last causes inadmissibility of underestimation of a role and place of youth
in the state arrangement. Protection of the rights and interests of youth
assumes increase of the general legal culture in society, education of young
people in respect of the Constitution, laws and fundamental ideas of the state
development of Kazakhstan.
It is advisable to use active forms of students study
based on activity approach during the studying legal material at lessons.
Special value is practical orientationwhen study legal questions. The student
has to understand: purposes of material study, for example, why he has to know
the main ways of protection of human rights. Students don't need knowledge of
the abstract rights, they need to know, where, when and how they could apply
them, why it is necessary personally for them. Only in this case it is possible
to achieve positive result.
The applied innovative methods of training include:
business games, trainings, situational tasks, master classes, creative tasks,
press conferences, scientific discussions, testing, protection of papers, etc.
They develop ability to be guided in non-standard conditions, to analyze the
arising problems independently to develop and realize administrative decisions
of student.
It is supposed to introduce the specified innovative
technologies with lectures, traditional
method of training due to the planned time and taking into account the
available material support in educational process. Within teaching this course
justification of methods which will be acquired most effectively while studying
separate subjects material, and also planning of their introduction with every
lesson.
In our opinion, there are certain essential
shortcomings in modern system of the higher education as today it doesn't meet
those requirements and calls which dictate circumstances. The practice of the
developed foreign countries as England, the USA, New Zealand and a number of
countries of Western Europeconfirms thatsuch technological development of the
highest educational process as a case-study is already applied.
At the level of knowledge formation and understanding
the main work is going on the basis of lecture, the story, conversation of the
teacher, interactive work with information and so on. However, here we can
apply information case text with inclusion of the used terms and concepts,
formulas and rules at a lesson, and for independent work of students.
Innovative educational technologies develop a formation of creative style of
activity of future lawyer and significantly increase motivation, depth and
completeness of mastering a profession.
Professional experience confirms that application of
active methods of training is becoming the most effective at a certain system
and carefully thought over stages of its introduction.
Thus, the active methods of training facilitates
creative, deep assimilation of the theory, thinkingdevelopment, interest in
study, learn to find approaches to the solution of specific constitutional
problems, promotes development of professional qualities and skills.
