ENERGY-SAVING INFORMATION SUPPORT
Enhancement
of energy recourses utilisation and development of the new conditions for state
economy switching to the energy-saving mode of development is one of the main
priorities in the energy policy of Russia. Currently Russia pays special
attention to collection, analysis and storage of the information regarding
energy-saving particularly at the municipal level.
The
development of the information support is aimed at:
-
shaping out the managerial processes, supervision and control over the
proper quality and maintenance of the energy-saving with the use of the modern
equipment and information technologies ensuring overall easiness and
reliability of the access to the energy-saving information, to the results of
the energy inspections, to the requirements and the volumes of consumption, as
well as to the tariffs and charge rates on energy recourses;
-
implementation of the mechanisms and technologies for information
processing and analysis, supporting the relevant subdivisions personnel in
their managerial decisions taking in the matters of control over the
energy-saving programme.
Information
support in the fields of energy-saving should involve four principle data
files:
-
a data file containing basic information about the institutions and
organisations rates of consumption and payments for energy recourses;
-
a data file indicating energy
declarations of the institutions and organisations;
-
a data file regarding energy inspections of the institutions and
organisations;
-
a data file with standard methodical documents.
Every
data file may be formed with the help of the modern systems of databases
control as an independent database, except the data file with standards and
methodical documents which should be formed as document database. Hence it
follows the electronic data store should contain documentary and factual
information.
Data
store of the documentary information is actualized with the application of the
modern WEB-technologies and architectural decisions providing the users with
distant access to the stored data.
The
factual information data store is actualized with the application of the modern
systems of relational databases control ensuring storage of the data in big
volumes, supporting its logical and physical integrality, control, reserving, effective realisation of
the information retrieval procedures according to the user's criteria and also
serving the queuing requests, also it should support the procedure of the
primary statistical information collection presuming the limited requirements
to the hardware and software environment of the terminal users and to the
communicative environment.
Information
accumulated in the databases may be effectively used for analytical problems
solving and for the support of the managerial decisions taking. Processing and
analysis of the information regarding the energy inspections kept in the data
files and databases include the following basic stages:
-
processing and analysing the primary statistical data about the volumes
of consumption and payments for the energy recourses;

processing and analysing energy declarations data;
-
processing and analysing the energy inspections data.
The
first stage final aim is operative detection of irrational utilisation of the
energy recourses and also creation of the database for forecasting the energy
recourses consumption volumes and the budget funds expected to be spent on them
the next financial year.
The
second stage finally aims to choose organisations and institutions for the
prior energy inspection.
The
third stage finally aims to set directions for the energy recourses economizing
and to prepare information for formulating a set of the typical energy-saving
activities.
Data
processing should not be interrupted by any significant temporal delays
complicating the user's interactive work.
The
designed information support maintenance and the users' access to the data are
actualized with the use of the modern means of storage, processing and analysis
of the information and support of the managerial decisions taking integrated
into the specialized information and analysis system regarding the problems of
energy-saving. Maintenance of the information and analysis system is performed
by the specialized company.
The designed technology of the information support
organization provides for keeping its operation throughout its life-time with
the aim of accumulation and complex analysis of the statistical data in the
fields of energy-saving which is vitally important for securing the data
integrity and consistency.
