THE ROLE OF FOREIGN LANGUAGE IN MY FUTURE PROFESSION

 

         In recent years the status of a foreign language has increased in our society. The foreign language speaking skill is estimated as a necessity, it is a value both for the whole nation and for a single person.

As for me, I realize the importance of foreign language communicative skill in my future profession. I am going to become a law enforcement practitioner. I mean, that learning the foreign language the law enforcer forms tolerant and respectful concern to the culture and the representatives of other countries and nations, gets prepared to interact with them on professional issues. Intercultural and foreign communicative skill is an important component of the professional portrait of a highly qualified employee of the internal affairs bodies. It makes the basis for professional mobility, increases the possibility for professional realization. Learning a foreign language the employee of the internal affairs bodies forms tolerant and respectful attitude to culture and representatives of other countries and nations, readiness to interact during professional activities of a police officer as well as he or she overcomes the psychological barrier in communication with foreigners. Foreign languages helps to extend the socio-cultural outlook, it activates communicative skills, stimulates logical thinking, promotes cognitive functioning, and refines the qualities necessary for the police profession.

So, when can a law enforcement officer use this foreign language skill? Well, I can remind you about the SCO and BRICS summits, having taken place in Ufa in June, 2015, where police officers were providing security and maintaining public order. A large number of foreigners visited our country. Some foreign people, usually employees, come to countries lacking citizenship. Administrative responsibility is provided for the people violating federal immigration laws. To name but these two, there also can be many various situations requiring a police officer to contact with foreign citizens, as to explain the way to some place, to help the foreigner if he feels badly, to prevent the person from doing wrong, etc.

The growth in cross-border crime is going on in many countries today. The international crime term is not a specific type of offence defined in law. It is a criminal act that violates the laws of more than one country. Other offences can be classified as "international" because of the behavior of the offender. For example, a criminal may prepare for committing an offence in one country while the actual offence is committed in one or more countries or one after the other in several different countries.

As criminals cross borders, police need to cooperate. It is highly important to warn police of different countries about any criminal activity and threats. Tracing and arresting international offenders may prove extremely difficult; problems can arise in connection with exchanging information, identification, international investigations and subsequent extradition. Because of these problems, police services in different countries must work together if they are to combat international crime successfully. All these tasks are achievable only through foreign language communication, since the information exchange in Interpol General Secretariat and Interpol foreign states is carried out in the Interpol official languages (English, French and Spanish).

I can bring a more precise example, when foreign language communicative skill was required from ordinary investigators to provide fast response to a crime. On April, 3rd 2015 the corpse of a hung-up man was found on a construction site of the main heating line located on Industrialnaya Street in Nizhnevartovsk, Russia. During the crime scene search the note written in a foreign language was found. Law enforcement officers consider the version about suicide to be the main, however investigation is being conducted.

         Concerning all mentioned above, I would like to emphasize the actuality of developing not only the professional but also the foreign language communicative competition of students and cadets is one of the most important directions in training future professionals in bodies of internal affairs.
