Innovations and sustainable development
The modern world is dynamic and interdependent. Due to the dynamic
development of the modern world expansion and deepening of the problems
associated with crisis realities of modern economics and politics are present.
In today's society and science it is necessary to justify the need for developing
and implementing strategies for sustainable development in the context of the
global system crisis. In recent years, with the introduction of civilization
into an active phase of the crisis appeared even more compelling arguments for
the need to move towards sustainable development have appeared.
Socio-economic,
political and other spheres of life reveal more and more evidence of the
fruitfulness of ideas developed in the framework of strategies and research for
sustainable development. Governments of many countries seek adequate answers to
the global crisis issues and challenges. Detected issues and benchmarks in the
framework of sustainable development strategies will allow changing over in a
different coordinate system, other measurement tools and approaches to solving
practical, strategic objectives. Calls, answers and solutions to the hot topics
can be assessed and effectively implemented taking into account maximum impact,
distant perspective and radical reforms in all major sectors of society.
The modern world is undergoing a multi-dimensional crisis. Projections
of contemporary crisis situation are environmental, demographic, food, energy,
monetary, financial and other crises which are based on the global controversy.
In the XXI century mankind is keenly aware of the basic set of problems related
to: the spatial limitations of the Earth, its resources and the need to
preserve the development of humanity in an unlimited perspective; the
contradiction between the individual mortality and the geological eternity of
the phenomena of life; the contradiction between the advanced growth of the
consumption of natural resources and limited reproduction of the net power of
the Earth's biosphere; the gap between the actual capacity of the society’s
gross domestic product and the speculative capital, unsecured real production
capacity.
In the framework of
the dominant ideological, industrial, scientific, managerial experience it is
impossible to overcome the listed range of problems and contradictions.
Selection of new tools and priorities for the society, the state, science and
education directly detect patterns of sustainable development and leverages of ensuring
it in the long-term. «Innovation is
the key to long-term, sustained growth. It must be radical not incremental
innovation. Some companies can do it but the majority can’t» [1].
Numerous global
and local problems, aggressive and destructive processes and crises faced by
modern civilization are the form of expressing the essential contradictions,
forcing a new way to draw attention to the nature of the system qualities,
properties, change of the socio-economic development of the whole.
Interdependence,
mutual dependence of the problems of "growth limits", human health,
quality of life, human longevity, the issues of environmental relations,
"ecological culture", as well as the food crisis, energy, monetary
and financial crises and other manifestations and consequences of industrial
and economic activity of the person and modern politics can be resolved and effectively
provided a scientific solution of the most acute and pressing issues. Solving
problems related to the expansion of living space and with it the resources of
the Earth civilization - humanity's transition to a new space age. Mankind
tries to comprehend, understand and correctly apply in everyday life the
fundamental laws of life as a cosmic process.
The modern economy and society as a whole
realize these ideas and technologies that reduce the rate of consumption of
natural resources, increasing the efficiency of their use and increase the rate
of reproduction of the resources of the biosphere of the Earth. Implementation
of the principles of sustainable development is not possible without the formation
of a "special" medium of innovative ideas and technologies which
certainly reveal the essential role of these tools and technologies of
production, scientific and social activities that give maximum effect in
comparison with existing in the world. They have the greatest efficiency. Such
ideas and technology belong to a class of breakthrough. «Innovation, by
definition, is not about normal business. It is always about doing things a
different way. The long-term consequences of any successful innovation cannot be
foreseen. Peter Drucker says, «Innovation always has the power to change
everything»» [1].
Originally, the
term innovation was associated with changes in culture. Today, one of the
prevailing paradigms is the theory of open systems [2]. Development of live,
open system, maintaining a steady trend of non-decreasing growth of its
capabilities is the development of man himself, his creative instincts and
abilities. The formation of new qualities, conditions of human life and
society, including the formation of innovative products are the main
prerequisites for sustainable development. The evolution of global values, the
changing nature and rate of technological development, the radical improvement
of new technologies, efforts to form a "global" policy in the sphere
of science, increasing the value of human life and rationality, the emergence of
supertechnologies, change of attitudes to global risks and their types, the
prospects for the emergence of artificial intelligence, new knowledge about
life and human nature can significantly change the presentation of sustainable
development in the near future.
Today we have a
fairly complete "strategic" and a comparative view on innovative
structures and infrastructure, particularly in the university sector. However,
it is important to recall that the
success of the innovative activity is directly related to the creation of a new
psychological and cultural climate in society, a new "system" of
motivation in social, economic and cultural activities, with a change in
attitudes toward the social market and a market economy as a whole, the change of
the whole paradigm of social relations, the emergence of a new type of
partnerships in the community, a comprehensive liberalization of social and
economic policies, filling and perception of new scientific, value,
anthropological, social content ideas about the innovation system, innovation
potential of scientific activity, the innovation process, innovative relations,
as well as personal and ñorporate research activities in the context of innovation, with the
updating ideas about social and competitive organizational model of society and
the individual, as well as its immediate competitive environment.
Innovation is the
important structural element of social-economic system as a kind of
integrity. In the developing and modernizing society innovations are considered
as national priority, public policy. The leading direction of development for
all countries in the XXI century is the development of a smooth transition to
the personal-centered model of the socio-economic development. Accordingly, the
national priorities of the Republic of Kazakhstan are focused on maintaining
and improving the quality characteristics of the population – its professionalism,
health, culture, morality, etc. Allocated paradigm is responsible for the
coverage of synergistic relationships of economic reproduction with other
important components such as spiritual, cultural, moral, civic components of
the process and the results of social, economic and cultural development.
Innovative
activity is essential for sustainable development. Factors and determinants of
states are talked about at all levels and everywhere. Innovation and its
products comply with and promote the objectives of effective environmental and
economic development, the principle of responsible existence. Innovations account
for forming new patterns of production and consumption, a new attitude to the
environment, the emergence of a new quality of life and the criterion of life,
as well as issues of "direct" conservation of the natural resources.
Ensuring economic modernization on the basis of sustainable development and
innovation activities relating to the harmonization of economic, social,
environmental, cultural plans, investment in people, enhance the
competitiveness of domestic producers and increase the share of industries
producing goods with a high degree of processing.
The role of innovation in
society is constantly increasing. This process is directly proportional to the
improvement in the technical basis of production, science, services,
communications, the quality of the organization and management of activities in
all spheres and areas of life. Innovation is directly related to ripening and
the development and implementation of new social needs.
Innovations are
determined and formed by a special type of activity, adaptability, motivation
of personality, with focused and goal-setting activities related to the change
in the conscious reality, the quality of the human specificity of social
relations and collective labor, especially in the intellectual sphere.
Innovation is
directly correlated to the social effects associated with new technologies in
the service of pressing and actual social, economic problems and programs in
the field of new materials, protection of environment, security of the planet,
of the human himself, resource, computer technology, health, medicine,
communications, etc.
The problem of
the formation, development and research innovation and production of innovative
products are interdisciplinary and relevant to today's university environment.
Innovation activity is a condition for implementation of "smart"
project, curriculum reform and integration into the educational world space,
development of the most important socio-cultural projects, the formation of
techno-environment, the commercialization of science, problem-solving for
connecting the interests of science, business, education, the introduction of
new management in all structures at all levels, as well as the analysis of the
problems of development of human capital and many other issues.
Implementation
strategies for creating a technological basis for sustainable development
create conditions for Kazakhstan to join group of technology leaders in
Eurasia. The development on innovative base has complex, system, large scale,
rapid and global character.
