OPTIMIZATION
INNOVATIVE RESOURCE AT THE REGIONAL LEVEL
Annotation.
The relevance of the article is based on the paradigm of innovation
development of economy, which in modern conditions is in fact non-alternative
and the most effective of all available.
The author examines the experience of the innovative
development of the Kaluga region. We consider the system of indicative planning
and coordination points of the growth in existing and newly emerging clusters.
A comparative analysis of the obtained results.
Concludes that as a matrix system used for innovation development in the Kaluga
region can be successfully implemented in a number of other regions.

Innovative
development of the economy requires new approaches and methods for realization
of the developed programs of socio-economic development of territories [1, p.
61]. Particularly characteristic of this trend is evident at the regional
level. The more that innovative development is always closely related to
attraction of investments as one of the most important resources [2, p. 385].
From this point of view the most interesting experience of the Kaluga
region.
Its
present name is the most attractive region for investment. More than 70 foreign
and Russian investors implementing their projects. Five of the Kaluga companies
have become residents of the innovation center "SKOLKOVO" and user
can also do all tax regimes for the development of their innovative projects
[3, p. 336].
The
prerequisites for innovation development in the region, existed almost ten
years ago. By this time were established the technology transfer centre,
business incubators, centers of entrepreneurship. But well-organized
coordination in the work of these "points of growth" was not. Which
led to the creation in 2010 of the Agency of innovation development of the
Kaluga region (AIRCO), which took over these functional duties [4, p. 294].
The
first task of AIRCO was to identify unique ideas and developments and bringing
them to market. The second is the formation and development of Kaluga region
cluster policy.
A cluster is a concentration of
enterprises of one branch, which, on the one hand, compete with each other, but
at the same time together for important common tasks such as staffing that have
a positive synergistic effect for all. Therefore, the clustered nature of the
economy is a necessary condition for the success of innovative development of
any territory [5, p. 350].
Another
key challenge was the transition from an industrial economy to innovation, more
productive. Average annual output per worker in a traditional industrial
company is 1-3 million rubles, and appear high-tech enterprise with figures
12-17 and more than million. Therefore, the main role of AIRCO and the
formation of new sources of economic growth through the development of small
and medium enterprises in innovation clusters.
Today
there are four clusters: automotive, logistics, pharmaceutical and information
and communication technologies. On the agenda – establishment of cluster
conservation. Its core will be such enterprises as turbokon, Kaluga turbine
plant.
In
the forming stage are the tourism cluster, clusters of non-metallic materials
and agro-business.
AIRCO
provides support from the initial stage of identifying promising ideas,
business plans and roadmaps of development in high-tech industries. Only 2013
Kaluga, the company managed to attract projects from different sources about
200 million rubles.
Interesting
to turn innovative ideas into successful startup projects, grants of the
regional government. Allocated to 0.5 million in the first year after the
establishment of the enterprise, and grants of 1 million rubles Fund of
assistance to development of small forms of enterprises in scientific-technical
sphere.
AIRCO
working closely with development institutions and banks to derive the best
innovative ideas to commercial funding. All the stages collected together the
chain that leads innovative product on the market.
This
type of collaboration has already yielded positive results. Innovative
developments of ONPO "Technology" have dozens of patents and are of
interest to Russian and international aviation companies. Today, UNPO together
with AIRCO leading model project for GK "Rostehnologii" on
involvement in the turnover of enterprise's inventions, which are not used for the
production of primary products.
The
project of the Kaluga enterprise "Geoenergetika" recognized as one of
the best in the framework of the Russian-German innovative cooperation in 2013
won a grant to work with Finnish partners. It is impossible not to recall the
newest system without risk, the company "Algont" or a car alarm
"Pandora". It is also
the products world class.
And
drug "Kagocel" company "nearmedic plus" building a plant in
Obninsk, became a bestseller. Last year the company entered the top ten fastest
growing Russian companies, and product – great prospects in foreign markets.
It
can be concluded that the experience of the Kaluga region for the coordination
of innovative activities deserves attention and could be replicated by other
regions. And a tool like AIRCO can be a universal tool in the Russian economy
to create sustainable areas of innovation development.
