HISTORICAL PROBLEMS OF INNOVATION OF
THE LABOUR MARKET
During the
last and the beginning of the new century, the world has undergone profound
changes that affected all spheres of human life. A new type of economy based on
knowledge, innovation on a scientific generating new ideas, on the presence of
prerequisites and willingness to create a system of technologies, the ability
of their implementation in the enterprise systems of various spheres of
economic activity, creates the preconditions for the establishment and
development of innovative economy. A valuable resource for innovative
development and economic growth of any country is the labor potential, and the
main source of its renewal is youth.
Innovation
potential of youth covers a range of characteristics - modern knowledge,
developed intellectual abilities, the ability to learn new knowledge, to
generate and implement new ideas for continuous self-development, willingness
to participate in innovation processes, rapid adaptation to changes in the
[1,552].
Of course,
youth is the bearer of the intellectual potential of modern society through
higher education and training, because of the particular psycho-physiological
parameters and the ability to creative thinking. Youth faster than other social
groups possessed innovative profession and specialty. From young people also
depends on the continuity of history and culture, the life and reproduction of
the older generations to come. So, young people perform specific functions in
society, which can not be replaced and implemented any other social group. That
is what allows us to consider young people as an important social resource of
society, which is largely dependent on a stable socio-economic development of
the country [2, 323].
Modern
realities of the country in the international dimension of competitiveness of
the economy quite weak to ensure stable development and guarantees national
security and access to the European standards of living. In such circumstances,
the employment of paramount importance, especially to ensure its highest level
for the most active part of the population - young people. The problem of youth
employment is an objective character. In the labor market conditions of free
competition due to lack of the necessary labor and life experience, young
people are often unable to compete with experienced professionals.
In the
present example of innovation in the youth labor market segment is the
experience of young people with non-standard career strategies. Taking into
account the organization of jobs and employment working hours are divided into
standard and not standard. The standard include wage labor, carried out in the
production premises of the employer, with a standard load for the day, week,
year; the presence of a stable job; well-defined start and end time of the
working day; the statutory duration of the working day (week, year). Anything
that goes beyond that referred to precarious work, among which are: a
temporary, part-time, informal, under-, over- and self-employment. Reading folk
atypical social and labor relations, the youth, especially the least part of
the competitor (pupils, students, young mothers, and so on. D.).
Get a chance
to realize in practice the success of alternative models. The requirement of
time is the constant professional development of the individual, which leads to
a desire to develop a high-level multi-professional education system. Also, one
of the most popular alternative strategies work behavior is downshifting, that
is a conscious rejection of traditional regulatory careers and an intensive
work schedule in favor of new features. Despite the advantages of flexible
social and labor relations have numerous disadvantages and, above all, it
concerns non-compliance with basic labor rights and guarantees of social
protection of workers. Available stability in the country will offset the
adverse effect on the phase of a relatively short period. Therefore, state regulation of wages -one of the ways
for the sustainable development of the country, the formation of a strong
middle stratum of society associated with decent pay work. This high technology
can make a difference social and economic situation in our country, to provide
sufficient efficiency of natural, investment and employment potential [1,554].
Consequently,
outlines innovation and industrial development of the country should be
reflected in the state payment policies work as the economy - it is not only
natural and financial resources, but also people who want to create a decent
standard of living.
The foregoing leads to the conclusion that the optimization and
rationalization of youth employment will strengthen the innovative capacity of
the domestic economy.
