The peculiarities of pedagogic conditions for polycultural competence formation of future border guard officers

Globalization process that occupied all the spheres of people’s activities hasn’t left aside the sphere of education. The requisite specialist of today – ambitious, aimed, sociable, tolerant and nationally conscious – must be created. Scientific and pedagogic staffs of higher educational establishments are working at solving of this problem. In Ukraine, as in many other developed countries, higher education is considered to be one of the leading branches of society’s development. The strategic ways of higher education development are defined by the Constitution of Ukraine, Act of Ukraine “On Education”, “On Higher Education”, National Education Development Doctrine, decrees of the President of Ukraine, the Cabinet of Ministers of Ukraine.

No doubt, the key role in the process of the development of the society, formation and creation of a personality is the role of education. In National Education Development Doctrine it is mentioned that education – “is the strategic basis of the development of a personality, society, nation and the state, the guarantee of the future, the biggest sphere of the society, its political, social, economic, cultural and scientific organization. It is a means of reflecting and increasing of intellectual and spiritual potential of the nation, upbringing of a patriot and a citizen; it is also an active means of modernizing the society, strengthening the position of the state on the international arena [1].

Nowadays the society needs active, competent specialists, people who are capable of making important decisions, responsible, able to set out aims and objectives and plan the ways of their achievements. Because of the global changes taking place in the Ukrainian society and education in particular, there is a great need to make the improvements to the pattern of professional preparation of future specialists who must be mobile, competitive and full of initiative.

To assist the formation of such a personality is the purpose of a new vector of the pedagogic process, exactly its humanistic direction that is focused on the education and upbringing taking into account all the peculiarities and uniqueness of those whom we teach. The task of a teacher is to create the process of pedagogic interaction to develop the mentality, imagination, creative abilities of the subjects of teaching.

Taking into account all the above mentioned, the aim of the article is to define the pedagogic conditions necessary for policultural competence formation of future border guard officers in the process of their studying at the National Academy of the State Border Guard Service of Ukraine.

The development of policulturalism of the cadets during their study at the National Academy of the State Border Guard Service of Ukraine can be realized under certain conditions. To give rounds to pedagogic conditions that will help to form policultural competence we think it’s necessary to specify what is meant by “pedagogic conditions”.

The problem was investigated by a lot of scientists. Volkova L., Diachenko M., Kachalov O., Klymenko V., Mitrova N., Smirnova O. are among them.

Thus, Andreev V. considers pedagogic conditions as the result of “aimed selection, construction and usage of elements of content, methods, and also organizational forms of teaching for reaching the aims” [2; 124].

Pedagogic conditions are the peculiarities of the organization of educational and upbringing process determining the results of upbringing, education and development of a personality, guaranteeing the integrity of education and upbringing, assisting comprehensive development of a personality and creating favourable conditions for their revealing and development [3]

As in the process of studying the subject of teaching in any case undergoes changes positive as well as negative, it’s necessary to make these changes coincide with the final aims we are planning to achieve. In our case – to form the policultural competence of the future border guard officers.

In order to form policultural personality of a future border guard officers during their study at the Academy of the State Border Guard Service of Ukraine we consider it to be advisable to define such pedagogic conditions:

- social adaptation in the cadets’ environment;

- organization of instructor’s assistance of the educational process;

- foreign languages studying;

- cadets’ training abroad.

The main aim of the defined conditions is such an organization of the educational process that will ensure the transformation of those who we teach from cadets into formed policultural personalities.

The cadets who study at the academy are from different families and have specific psychological, moral, cultural and religious peculiarities of their growth. Behavioral habits laid in the years of childhood, own vision of social standards and criteria of upbringing formed in certain living conditions are in confrontation with everything unknown a freshman meets in new surroundings. The variety of customs and traditions, unfamiliar manners of behavior, different visions of common to all mankind and private values, different religion create new policultural surroundings a young person gets into. This new environment, new living conditions require new forms of activity and behavior. It influences greatly on the first-year cadet who needs in such a case certain social adaptation.

Besides adaptation to a new way of living at the academy young cadets face also new educational conditions. The methodology of conducting lessons at the academy differs greatly from that at school. The cadets are taught to work in pairs, in small groups and subgroups, to communicate with their group-mates and not just for the sake of communication or learning but in order to achieve the defined objectives. In these situations the cadets develop such important feature of character as tolerance. Sociology treats tolerance as patience to the other way of life, behavior, customs, feelings, thoughts, ideas, believes. It is the ability of an individual to accept without aggression the ideas different from their own.

Tolerance is a very important feature of character. A tolerant person respects believes of others not trying to prove their exceptional correctness because every of us has their interests, principles, wishes and aims. Every person is unique and inimitable.

It’s necessary to form tolerance from the very first days of studying taking into account the different backgrounds of the cadets. Exactly this is the beginning of the laborious work of teaching the cadets to develop critical thinking instead of accepting everything they are told without questioning it, to define priorities and be patient to them. In future this will help to develop cooperation and harmonious relations within the group. This process is not an easy one and for its successful realization there needed the help of an experienced person, a teacher who will contribute to the creation of all necessary for these conditions.

Developing the feelings of calmness, patience to ethnic, political, confessional, interpersonal arguments, admitting equal existence of something “other”, the ability to live among different people and ideas, to use the rights and freedoms without violating the rights and freedoms of other people is stimulated effectively by the studying of foreign languages. What we mean is the teaching real communication with representatives to other cultures.

A foreign language is an important means of forming policultural competence, including respect to the languages, traditions and cultures of other nations. It gives the future specialist the opportunity to get ready for active and fruitful cooperation in modern policultural world.

The development of policultural competence is also performed in the process of cadets’ training that is from time to time conducted in the neighbouring to Ukraine countries. A good example of this is the trainings of the cadets of the NASBGS of Ukraine in Germany at the Academy of Federal Police in the town of Liubek, where they get acquainted with the structure of the police, peculiarities of entering the academy and studying at it. The cadets from Ukraine have perfect opportunities to see the educational process, to visit museums, places of historical interest, to communicate with foreign cadets of the same age, to express their points of view on different aspects and be carefully listened to, to watch the same problems from various sides, form respectful attitude towards other ways of life. In general, such trainings give all their participants the opportunities to develop within the framework of dialogue between cultures.

For successful formation of polycultural competence of future border guard officers certain pedagogic conditions must be defined to promote this process of formation at the National Academy of the State Border Guard Service of Ukraine to guarantee the high quality of such preparation. Pedagogic conditions are that necessary and important factor that determines the achievement of high-level formation of policultural competence by future border guard officers.
